I think we're on track with this - at least through Phase 1.  The details of which is the correct response code to return for a given exception is likely something that we'll be tweaking for a while.

On a semi-related note, the very first comment on this link references back to the link you mentioned earlier - http://roy.gbiv.com/untangled/2008/rest-apis-must-be-hypertext-driven.  If you ever see an example of how to do this with a JSON response, please let me know.
