Re your assumptions:

1) This is a fantastic assumption.  Deploy it if you want it, don't deploy it if you don't.  Since all the management and access control information is specified in the repository (rather than in the web app), there shouldn't even be any overlap of configuring the different apps.  So literally it should become "Step 1. Deploy it.  Step 2. There is no step 2".

2) Another realistic assumption.

I say commit this and we move on from here.  Feel free to mark DNA-311 and DNA-317 as completed if that's appropriate.  But please add links between those issues and this one.
