Not sure... We currently only have an EPR based interface to the reg via the RegistryFactory (unless something has changed recently).  So if you're saying ESB unaware service can be bound in the reg, but just don't have an EPR, then we need to add a way of getting these.  Perhaps you're saying you feel they shouldn't be in the reg at all.

Curious - why can't unaware services have an EPR?
