Doesn't perform any checks on the timeout, service-cat and service-name properties.

As far as the service-cat and service-name are concerned, this just means that the timeout-checker bombs out immediately, if they're not specified.  For backward compatibility, I think I'll just bomb out more gracefully on this and log a big warning to fix the config.
