Move jbrules AOPC taskdef definition into aop target

The workaround for JBESB-704 uses AOP and defines the AOPC taskdef using the services classpath.

Unfortunately this classpath is not valid on a clean checkout of the source base and causes an error during the clean phase.  The taskdef should be moved into the aop target to prevent this.
