The ws checking in install/build.xml and QS/conf/base-build.xml needs to be stricter

Both of these locations should be checking to see whether the jbossws-spi.jar exists with the QS base-build.xml also checking whether the ESB modifications have been applied.

webservice_producer requires the modifications whereas the other QSes run out of the box.
