The eclipse plugin uses the EULA as an indicator to identify the root of an app server (or ESB server) hierarchy.  Unfortunately the SOA platform has renamed the EULA file from JBossORG-EULA.txt to JEMS-EULA.txt, the consequence of which is that the eclipse plugin can no longer recognise the hierarchy.

We need to support both names or find an alternative mechanism for identifying these hierarchies.
