So I've been playing with different restructurings for the docs. The best ones I've come up with so far (based on a minimal test user group) are:

Getting Started Guide
Administrators Guide (anything configuration related, but also the Monitoring Guide).
Programmers Guide (includes Message Action Guide)
Services Guide (all services into one)
Release Notes

Spoke with Joshua Wulf and he thought this was a good structure too, based on his own experiences with the SOA-P docs.
