Is it enough to be able to use the ruleAgent option which will be included by work on Jira: http://jira.jboss.com/jira/browse/JBESB-644

This way, users could specify in their ruleAgent.properties, a url that points to the BRMS exposing the packages. By using the the LATEST this would effectively hotdeploy the rules.
