Yes, the solution is to allow users to specify a properties file in jboss-esb.xml, which then points to the BRMS location that exposes the packages. The URL in the file could specify LATEST, or it could specify a particular snapshot (in which case the service would need to be re-deployed when there was a new version of the rules).
