The problem really lies with the tomcat integration and how it discovers the resources, specifically relying on a concrete filesystem.

I rewrote the deployer so that it created, and deployed, a concrete war file rather than constructing the web meta data but I am concerned about the impact of adding this at this late stage.

This would be a big and risky change which is likely to cause issues, I now feel it would be better to document the message and spend more time addressing this.
