[forge-dev] Open challenge: UTF-8 not supported by the Java Runtime? Says who?

If anyone can figure this out. I'll buy you a beer. I'm stumped!

What I know is that the errors are due to accessing the Configuration
~/forge/config.xml and the local project configuration
/project/.forge_settings.xml
