[forge-dev] public maven Repo for Oracle artifacts

Well, I agree with you, they are not so clear.

maven-weblogic-plugin simply download the artifact and the expand and
unpack weblogic to make it possibile to run it.

In a sense, this is an install, but of course cannot be used for a
production environment.

Do you think I should ask something else ??
