[forge-dev] public maven Repo for Oracle artifacts

That's official Oracle answer to my Service Request:

"Hello Luca,

I confirm you can use:

1) Deploy WebLogic 12c and WebLogic Maven Plugin into a public Maven
repository
2)Use WebLogic for automatic unit test done by Maven for internal use or
for public open source projects.
