[forge-dev] DOT files available via Maven

[Lincoln Baxter, III]

So the idea here is that on the new Forge website (not yet implemented,)
we'll have a link to view the DOT file of each plugin, so you can visually
see the impact of including it in your addon (or of installing it.)
