For other users, its possible to download any version by replacing LATEST in the URL below with the full version number like 
2.13.0.Final

https://repository.jboss.org/nexus/service/local/artifact/maven/redirect?r=releases&g=org.jboss.forge&a=forge-distribution&v=LATEST&e=zip&c=offline
