If I recall correctly, this is because the Faces servlet is mapped to /faces, and installing the Faces scaffold into a sub-directory named 'faces', simply confuses the Servlet and/or results in broken URLs being generated. The fix, if I'm not mistaken, is to install the scaffold into a directory with a different name.
