In fact the state Expand All/ Collapse of tree node in SiteMap portlet is not persisted ( let's try to change that state and sign out/sign in to see )

In edit mode, the UI objects are loaded from persistent layer. Hence for transient state like Expand All/Collapse , the default value (Collapse) is taken. So this issue should not considered as a bug
