User can not add navigation for a group even his role is manager of the group

Steps:
    * Create new group
    * Create new user & assign into new added group with manager role
    * Login by new added user
    * Click on Group link : "Add navigation" button is not shown to add navigation -> this is a bug


Indeed,  the problem is that the "Add navigation" is shown only when the user has at least an existing group's navigation to be able editing
