Don't show Add gadget icon after delete gadget in special case

- Go to Dashboard page
- Click Add gadget icon
- Click Edit layout
- Drag & drop gadget ( ex: calculator)
- Click switch view mode 
- Delete gadget which drag & drop
=> Can close Dashboard workspace when switch view mode -> Error
- Click Finish button
=> Don't Add gadget icon in Dashboard page.
