A MembershipType is automatically created if missing while making a membership link

While creating a membership link ( User, Group and MembershipType ), it's a problem now that the membership type will be automatically created if missing

Currently there are two directions to go now :

1. Check existence of the membership type and throws an exception if missing

2. Still allow to make the membership link without creating the membership type ( I give this option as it was like this before but ideally it should not be like this )

Anyway, we could clarify and update the Organization API for the change
