For the site's management, when placing the CSS file in the shared / css of WCM, this one is applied for all sites. However,the design of the site  sometimes disappears for a while. We note that in the HTML source of the site, the link tag supposed to point to the CSS shared disappeared:

When the problem is fixed without any intervention (without editing the css, css file change, change priority, reboot server or other), the link tag of the shared reappears in the sources and the design works well for the site.
