Steps to reproduce:
- Login as root
- Change language to French
- Click "Edit Layout" . Now we can see all portlet names in English in left part of the screen (Navigation portlet, Breadcumbs portlet)
- Click "Changer mode de vue" two times
- Now we can see portlet names translated based on their titles (javax.portlet.title). So we can see Portlet Navigation, Portlet Fil d'Ariane 

I believe it should be translated or not translated, but it should be same for both cases.
