Case 1
- Login portal
- Add new portal
- In access permission: click make public
- > Can't click

Case 2:

- Edit a page
- Edit portlet mode
- Check Show Infor Bar or Portlet Mode, Window State
- Click Save and close
- Check again -> Still some option is uncheck
