Added new JBossClusteredSSOValveFilter for simplify integration with clustered SSO valve (see JBEPP-1361 for details).

Web filter is working in both Tomcat and JBoss. When SSO valve does not exist (like in Tomcat for instance) or cluster profile is disabled, filter is simply continue with filter chain without other actions.
