Gadget preferences don't work properly

1) it does not currently load the default values. This means if you go to edit a gadget, the preference values will be appear empty. So if you click save, it will overwrite all the values. This also applies to enum properties where the default value is not correctly set.

2) preferences appear to be displayed in a random order, and not the order specified in the gadget's xml file
