    Workaround Description: 
Change lines 147-148 in LocalizationLifeCycle from:

if (pConfig != null)
         portalLocaleName = pConfig.getLocale();
{code}
to:
{code}
if (pConfig != null)
      {
         String locale = pConfig.getLocale();
         if(locale != null)
         {
            portalLocaleName = locale;
         }
      }
{code}
Not sure if the fix is appropriate or it's just fixing the symptom of a deeper issue.
