We defined some modes for data importing such as conserve, insert, merge, overwrite for import strategy, PortalConfig, Navigation, Page will be processed base on the mode.

However, if an extension defines a portal config with merge mode, classic for instance, but doesn't define portal.xml, the PortalConfig will be clean and create a new PortalConfig with default value. In fact, it shouldn't do so in this case
