[hibernate-dev] Inactive users Hibernate forum

I switched it back since there's no way I can tune it to send those
requests to only a subset of forum moderators.
The manual activation was a good experiment because I was able to cut most
of those users before they posted their junk.

It's very easy to spot the spammer emails since some of them are already in
an online forum spam database anyway.
The flow for moderating was easier, since you have to go to a single table
to decide which ones you approve and which ones you ban/delete.
I was also hoping to discourage their spambots from sending junk posts,
since the flow could not be completed this way.
