I submitted my last comment while you were posting the previous comment, and hadn't read it yet, so my comment was 2 minutes out of date.  I understand where you're coming from - the DTD won't be changed until a true test is written.  I get that.  And I noticed the History Change to that effect as well.  No need to pound that point in further.
