Exclude it, because the behavior for validating fields and properties is not specified? The spec just says that  "Static fields and static methods are excluded from validation". It does not say whether an exception should be thrown or wether the provider should silently ignore these type of validation. 

Unless we change the spec to be more specific, disabling the test seems reasonable.
