The documentation has to be build either by calling the jdocbook plugin explcitly or by building the site (jdocbook is attached to the site lifecycle).

So either:

mvn org.jboss.maven.plugins:maven-jdocbook-plugin:2.1.0:resources org.jboss.maven.plugins:maven-jdocbook-plugin:2.1.0:generate

or 

mvn site

The wiki - https://www.hibernate.org/462.html - was missing the 'site' target in the documentation. Fixed now.
