Two issues arise:
1) The use of the colon requires mods to the parameter parser.
2) {fn} is already in use as a JDBC escape syntax.
I would suggest {hibernate-fn xxx} for a function and {hibernate-prop xxx} for a key:
INSERT INTO {hibernate-prop hibernate.default_schema.}table (ts) VALUES ({hibernate-fn current_timestamp})
