Additionally I just learned about the new `aggregate` goal (as opposed to the deprecated flag).  See http://maven.apache.org/plugins/maven-javadoc-plugin/aggregate-mojo.html

We need use the 1.6 javadoc tool : http://maven.apache.org/plugins/maven-javadoc-plugin/aggregate-mojo.html#javadocExecutable using ${jdk16_home}
