We used to allow commenting on closed issues.  Unfortunately spam bots and such ruined that.  The problem is that its then easy for y'all to add these comments but a total pain to remove the spam comments as we have to reopen the issue, delete the comment and reclose.  

So until JIRA adds the setting to say that we want to delete comments from closed issues I am not going to turn that back on.
