My understanding is as follows:

DB sequence starts with 1 increment by 10
Obtaining next value for the first time will bump DB sequence to 11 reserving 1-10 for hibernate. With the second select the "current value" will be bumped to 21.

Furthermore my understanding of DB sequences is that they guarantee to generate unique numbers for several different users.
Excerpt from http://download-uk.oracle.com/docs/cd/B13789_01/server.101/b10759/statements_6014.htm:
<<Use the CREATE SEQUENCE statement to create a sequence, which is a database object from which multiple users may generate unique integers.>>

So if sequences are properly used the DB guarantees that there are no duplicates. Sorry, but I'm still convinced that this is a bug. Please correct me if I'm wrong.
But luckily a custom optimizer can be registered with hibernate :-)
