I decided against procedures.  I absolutely dislike they way the look when rendered (in jdocbook at least) and I do not have the time to spend to style them up.  Sections work just as well and render far better.

As far as toolchains are concerned I do not think it will take long at all to add docbook 5/5.1 support to jdocbook, so thats not a major concern for me
