It would be impossible to support Validator.validateValue(beanType,propertyName,value), no?

Note validateValue is used by UI frameworks like JSF that attempt to validate a form atomically before updating the model.  Granted, JSF basically has no support for class-level validations.  At least the status quo makes a strong distinction between class- and property-level.
