Well a ClassLoaderService is specific and clear but only solve one particular problem while a call context is more flexible but less explicit.What kind of object should be passed with the call. A generic Map or something more explicit while still extensible? May be internally a Map or Object array could be used but externally a certain Interface or Key has to be used to access it.
However resolving resources is probably a thing that does not need to be decided per call and therefore can be configured in the validation factory.

Note about the call context: The same problem exists for JPA entity listeners: You cannot pass the current user or other call specific context to the entity listener. There are a lot of workarounds in the web using a ThreadLocal variable to emulate this missing parameter. That's not what JEE should be teaching us...
