To configure the worker scope the property "_worker.scope_" is used, instead of "_hibernate.search.worker.scope_". 

The problem got introduced by HSEARCH-761 and https://github.com/hibernate/hibernate-search/commit/884bca06804299fc8f4e029087113839f3181bda

The _hibernate.search_ prefix got dropped, because the _backend_ property is per index manager, but not so the _scope_.
