The TestNameVerifier class exists in each module to verify that test names used meets standards.  

Now that we have a separate tools module for ancillaries such as this, we should remove the TestNameVerifier in each of the other modules and have one version of it in the tools module - that runs as a part of tools' test suite - to verify all test names in the entire project.
