Ok, the real issue is that the aggregator POM attempts to build {{rhq-plugin}} *before* it attempts to build {{tools}}.

This would be an issue on 4.2.x as well, with the old {{jopr-plugin}} module.  I reckon we should move {{tools}} to be built directly after {{core}}.
