Sorry, i didn't see that the dependency is declared in infinispan-parent pom.xml.
But the scope is 'provided'. According to me the scope should be 'compile', because infinispan-core depends strinctly on rhq-pluginAnnotations.
This dependency shouldn't be declared explicitly in the project that uses infinispan, but it should be a transitive dependency.
