Actually the bug is caused by a Sun compiler bug: http://bugs.sun.com/view_bug.do?bug_id=6550655
In order not to cause too much distress to our users, I recommend we revert to making the rhq-pluginAnnotations to scope compiled as it does no harm for it to be present in deployments. If users wish they can then exclude the dependency in their poms.
