We have an unresolved issue ISPN-711 regarding transactions w/o modifications not releasing locks - completely unrelated to NBST but possibly related to the issue observed by you. Does your transaction on ServiceGroupKey[edgeDeviceId=X,serviceGroupNo=Y] make any changes or it just obtains an explicit lock?
