[~mircea.markus], I think adding the RSVP flag to a particular PutKeyValue command would be way too hacky. Instead I think we should just check that 2 * STABLE.desired_avg_gossip < sync.repl_timeout. (As Bela pointed out, the rate at which a STABLE round is started stays the same, regardless of cluster size.)
