This issue is related to ISPN-3894 - SingleFileStore can optimize space usage by coalescing adjacent free entry blocks.

A configuration parameter called 'fragmentation-factor' has been introduced in the SingleFileStoreConfiguration.

Equivalent changes need to be done for the server side.
