Correction: actually we do look at the topology id of the command wrapped in the SingleRpcCommand, the problem is that the topology id is never set for InvalidateCommands.

There are two places where we could set the topology id: in StateTransferInterceptor (which doesn't do anything ATM because we don't forward InvalidateCommands during state transfer), and/or in RpcManagerImpl (which also doesn't do anything because the command was already wrapped in a SingleRpcCommand by the time we try to set the topology id).
