Sounds a bit over engineered. The server is easier to upgrade the clients, since a single server could be serving hundreds or thousands of clients, hence you are more likely to encounter the situation where the server is newer than the client, and that we support very well. However, it's not very often you find clients talking to older servers, and even then, they can easily set a different version of the protocol to use.
