Could you provide more information on circumstances, which should cause HR clients to use (be redirected to) backup site?
Some ideas:
1. All nodes from the primary site go down
2. Administrator's intervention (outside of ISPN) - in fact this has the same effect as #1 as HR clients won't be able to connect to any server from the primary site
3. Status of primary site changes to "offline" - a possible way to avoid #2
